Baseline Environmental Assessment and Compliance Analysis of a Former Industrial Facility in Michigan

PM Environmental, Inc. was retained to an complete Environmental Assessment on a former industrial property in Westland, Michigan.  The intended use of the property was to be redeveloped into a commercial printing and mailing facility.

PM performed a total of 19 soil borings and sampled six existing monitoring wells on the property, with selected soil and groundwater samples submitted for laboratory analysis for Volatile organic Compounds (VOCs), SVOCs, PCBs, ammonia, glycols, nitrate/nitrite, alcohol and selected metals.

The chemicals of Ammonia, Xylenes, and 1,2,4 TMB were identified on the property at levels exceeding the MDEQ Part 201 GSI cleanup criteria. PM completed a Baseline Environmental Assessment (BEA) that combined the characterization of the three primary greenbelt areas used as soil isolation zones, and engineering controls in the paved areas as well as inside the industrial building, as a basis to distinguish potential new hazardous substance releases from existing contamination.

The concrete floor in the eastern portion of the building (approximately 19,500 sq. ft.), where significant hazardous substance usage occurred, was sealed with General Polymers 3741 NOVO-FLO solvent/acid resistant coating, which is resistant to the hazardous substances that would be used in the proposed use of the property. The floor drains and trenches in this eastern control area were filled in and sealed to prevent any potential contamination from entering the subsurface soil or groundwater.

The concrete floor in the other areas of the building and the outside paved areas of the property comprise the remaining engineering control area portions of the site. 

All project work was performed in accordance with Michigan P.A. 451, Parts 201 and 213 and Act 381. The BEA and Due Care plans were affirmed by the MDEQ and financing was approved by the SBA.
