Elizabeth Masserang, Regional Manager of Brownfield & Economic Incentive Services at PM Environmental, Inc. (PM) was recently appointed a Director on the Board of the Economic Development Corporation of Oakland County (EDC).

EDC Oakland County is a proven, reliable partner among lenders and businesses, established in 1980 – under Act No. 338 of the Michigan Public Acts of 1974. EDC’s mission is to stimulate business capital investment, contribute to the area’s employment, increase the local tax base, and provide needed public services. 

In order to achieve these goals, EDC’s Tax-Exempt Revenue Bond Program assists both manufacturing businesses and non-profit 501(c)(3) organizations in strengthening and revitalizing the economy through loans for capital expenditures. They have the authority to acquire property, develop land, construct buildings, and finance equipment and machinery.

“The Oakland County EDC’s mission is to focus support on investment in Oakland County municipalities. As an Oakland County resident myself, I’m very excited for this opportunity to become more involved in supporting projects within my community,” said Masserang. 

David Coulter, Oakland County Executive, requested the appointment of Masserang as a Director, which was approved by the Oakland County Board of Commissioners on January 20, 2022. Members are appointed by the Board Chairperson for a term lasting 6-years. Her appointment runs through January 18, 2028.

Masserang, who started with PM in 2012, specializes in securing Brownfield and economic incentives, US Environmental Protection Agency (EPA) Brownfield assessment grants, revolving loan funds, and cleanup grants. She focuses on the identification of attainable incentive programs on a project-by-project basis to best suit both the investor and the community. 

Since she began in PM’s Economic Incentives Department, Masserang has successfully secured over $130 million to assist in brownfield plans, tax abatement and grants within the Southeast Michigan region. These funds facilitate the redevelopment of contaminated, blighted or functionally obsolete properties that would otherwise be left vacant and unusable.

In addition to her recent appointment, she is also an active member in the ACG Detroit community as a member of the Board of Directors and Chair of the Next Gen Committee. She also co-chairs Urban Land Institute (ULI) Programs Committee.
